My dear Mr M'IVER,

With reference to your conversation with me today, as to exempting Vessels of the P. & O. Company from the operation of Ordinance No.28 of 1871, I think that there does not exist any serious difficulty in granting such exemption pending the reference of the matter to the home authorities, which has, I understand, been made, and I am prepared to advise the Government to that effect when called upon.
